Why loans should not count
Article Abstract:
The UK government should not treat spending on student loans in the same way as grants, according to Dr Nicholas Barr, senior lecturer in economics, and Iain Crawford, visiting research associate at the London School of Economics. They argue that the Treasury is misguided in its decision to classify spending on student loans as entirely an outflow from pubic funds, as this is not the case, especially not in the long term. If the government were prepared to shift its stance, an estimated more than 1 billion pounds sterling could be released for higher education.
