He justifies his argument by giving the example of New York, where the financial services industry has become dispersed and has lost the benefits of concentration. He believes that it is still important to be able to visit many clients and colleagues quickly, even against the background of the growing use of electronic dealing.

It must attempt to strike a balance between those who believe that all environmental regulation has a negative impact on the UK's competitiveness and those who feel that environmental protection must be given the highest priority. It is likely that the agency will act more quickly than some businesses would like but more slowly than environmental groups would like.
