It is important that Labour Party leader Tony Blair wins the vote to modernise Clause IV of the party's constitution at the forthcoming Scottish Labour conference. He will face a tough battle, as the Scottish Labour Party has a reputation for being fiercely independent and has tended to defend Clause IV. A particular problem is that the Scottish Labour Party is to promise the Scottish people home rule at the next election, and it would not look good if its leaders voted to retain Clause IV and were then simply rejected by the Labour Party's London leadership.

It remains unclear where the UK Labour party stands on political reform and the single European currency. These are not in themselves basic political issues, but the party's handling of them if it becomes the party of government will have a significant impact on developments in the UK as the country enters the 21st century. Party leader Tony Blair could decide against European monetary union for the time being, and caution on this issue would be well aligned with caution on constitutional reform.

Some observers believe that the philosophy of Labour party leader Tony Blair is one of social moralism, while others are more negative, seeing him as moving towards moral-majority populism. It is certainly not possible to assess the party's new moral values without reference to the past, and it could even be said that Tony Blair is moving back towards progressive politics, rather than away from it. It is likely that more signs of his radical ambition will gradually start to emerge.
