Will loyalists hold their fire?
Article Abstract:
Loyalist paramilitaries in Northern Ireland were responsible for some of the worst violence during the 'Troubles' there, but loyalists have behaved surprisingly responsibly during the ceasefire. The fringe Ulster Democratic Party and Progressive Unionist Party have not allowed the Ulster Unionist Party to set the pace on peace proposals, and have been willing to become involved in debate and discussion with republicans. Observers are now speculating about whether loyalist paramilitaries will respond to the decision by the IRA to abandon the ceasefire.

Article Abstract:
The sensitive handling of the issue of the decommissioning of illegal arms on both sides of the conflict in Northern Ireland will be a vital element in ensuring that a lasting ceasefire is agreed. It is not appropriate to take a completely inflexible stance on this issue, and it is vital to bring about all-inclusive negotiations against a background of peace. Efforts must be made to change the views of the terrorists, encouraging them to reject violence, rather than simply to remove their weapons.
