Article Abstract:
The debate over the black English vernacular (BEV) as a separate language was precipitated by a policy decision of the board of education of Oakland, CA, which encourages teachers to become familiar with the BEV to be effective in their classes. Linguistic researchers are unanimous in their opinion that BEV is a dialect.

Practical fractal: Mandelbrot's equations compress digital images

The fractal compression technique developed by Barnsley and Sloan competes with the International Standards Organization Joint Photographic Experts Group's JPEG image-compression method. Fractal compression may offer better speed, strength and quality.
