The function and budget were the prime considerations in the construction of the Hobby-Eberly Telescope (HET). HET can only scan 70% of the sky because the telescope is angled permanently at 35 degrees, but was made possible on a budget of only $13.5 million, 15% the price of fully movable telescopes.

Astronomers predict that the comet Shoemaker-Levy 9 will crash on Jupiter's surface on July 20, 1994, and that it will greatly influence Jupiter's environment. The comet will not be visible because it will land on the dark side of Jupiter.
