A tale of two bids
Article Abstract:
The Bayou Marcus Water Reclamation Facility was successfully launched by the Escambia County Utilities Authority (ECUA) of Pensacola, FL, within budget at the end of 1997. Initially, bids exceeded the $10 million budget for the project. In response, ECUA employed an alternative project delivery method. It divided the project into three components: excavation and backfilling of the former sludge lagoon, design of the treatment process and acquisition of needed equipment, and expansion of the treatment plant. By preselecting the treatment process and equipment and advertising for design/build bids, ECUA saved $2 million and completed the project on schedule.

Novelist Stevie Davies believes that many academic historians would reject her work because she is so interested in stories. However, she remains committed to stories, regarding them as the only way of attesting to who people are. Her latest novel, 'Impassioned Clay,' is strongly autobiographical, reflecting her great interest in the 17th century. She was particularly concerned to highlight in this novel the theme of women's failure in seeking freedoms that society was not willing to offer them.
