Accident, ecological analyses hit in incinerator risk assessment
Article Abstract:
A 19-member peer review panel generally accepted the EPA's draft risk assessment for Waste Technologies Industries hazardous waste incinerator in East Liverpoool, OH. The report submitted by the panel is regarded as the most detailed site-specific risk assessment ever to be undertaken and is being recommended as the benchmark for future assessments. However, the assessment questioned the completeness of the accidental risk data used by the EPA as well as the ecological analyses it conducted.

The bearing on national environmental priorities of comparative risk assessment (CRA) is discussed. Debates concerning pollution prevention, environmental justice for minorities and the poor and directed technological innovation during the Resources for the Future conference were used to emphasize that the utility of CRA may end with its identification of the sysmptoms causing environmental problems. The positive effect of CRA must ultimately be maintained.
