Article Abstract:
The bombing of New York's World Trade Center (NY) is motivating engineers to think about ways to prevent future acts of terrorism against building structures. Access to underground parking facilities increases the risk, and could be designed with a lower ceiling to prevent trucks or vans carrying bombs. Storage rooms should be relocated to prevent terrorists from dropping off luggage with bombs. However, it may not be cost-effective to plan such measures, unless they are required by law.

Partnering is an increasingly used construction management strategy aimed at taking some of the combativeness out of client-contractor relations. Dispute settlement is taken to a higher plane as it becomes based upon claims prevention and dispute avoidance, rather than dispute resolution. Despite the presence of daunting partnering efforts, the presence of mixed reviews are symptomatic of the challenges facing partnering.
