CRADA mania: will joint research make U.S. industry competitive?

Cooperative research and development agreements (CRADAs), or agreements the government enters into with colleges or businesses, are designed to improve the US' competitiveness. Opponents believe that CRADAs involve too much bureaucracy, and research indicates that CRADAs are not highly successful.

J. Craig Venter and his research team at the Institute for Genomic Research is undertaking a race to beat the Human Genome Project in mapping the human genome. Venter is a renowned geneticist and his teams aim is to map the Genome by May 2001 as opposed to the Human Genome Project's 2005 deadline.
