Article Abstract:
Cutbacks in government funding of research in Sweden have decreased the funding for basic research and focused more attention on applied research and the independent foundations that manage it. A government committee recommended a move back toward basic research in a Nov 1998 report. Both the status quo and the recommended changes have strong support.

Spat over intellectual property threatens Canadian networks
Article Abstract:
Canada's 8-year-old Networks of Centres of Excellence program is faltering because of a controversy over intellectual property rights. Member networks coordinate university and corporate research, but companies are reluctant to provide funding when some universities insist on keeping the rights to resultant technologies.
