Bycatch and overfishing in North Pacific waters
Article Abstract:
The North Pacific Fishery Management Council is facing persistent problems of managing bycatch and waste of target groundfish ever since its inception in 1976. The North Pacific groundfish observer program is an effective means of sustaining the balance between fishing interests and the marine ecology. Management of groundfish stocks in the Bering Sea and the Gulf of Alaska involves the use of prohibited-species caps to limit bycatch. Regulations are needed for the waste management of target groundfish by fishers pursuing selective fish stocks.

New England overfishing defies a simple solution
Article Abstract:
Effective control of overfishing pressures by allocating individual quotas and focusing on the complex interlinks in the marine ecosystems can revive the depleting New England fisheries. Fish stocks continue to decline as the regional council there attempts to define overfishing and set a time frame for rebuilding the stock of cod, haddock and yellowtail flounder. Flawed strategies in fisheries management, which ignore ocean ecology, have contributed to the collapse in fish stocks.

Creating incentives to curb overfishing
Article Abstract:
Incentives for reducing overfishing and overcapitalization of fisheries, such as individual transferable quotas for fish harvest rights, are needed to ensure sustainable fisheries. Other strategies include license limitation and selling of catch limits. Permitting quota holders a stake in ensuring the long-term sustainability of the fisheries will promote conservation. Individual quota systems also bestow fishers with exceedingly high profits.
