India proposes private universities

A bill in the Indian Parliament proposes to create India's first private universities, to give potential employers more control over curricula and relieve some of the burden for higher education from the state. Business leaders say current graduates are poorly prepared to work in industry.

India cracks whip to end addiction to state funds

The Indian government is encouraging university scientists to find private sources of funding through sharing royalties and providing greater protection to intellectual property. Industry's share of total research expenditures increased from 24.3% to 26.4% from 1990 to 1993.
