Massachusetts aims to eliminate permits for 70% of businesses

Massachusetts will launch by the end of 1996 the 'Environmental Results Program,' a self-certification system that seeks to eliminate state environmental permits for 70% of businesses. It aims to save state money and provide companies with greater latitude in deciding how to control emissions. The plan calls for the setting of emissions limits for categories of pollution and polluters by state regulators to replace the existing technology-specific, individually suited permits for each pollution source. It also requires CEOs to sign a contract annually certifying that their firms are meeting the limits.

New Jersey, Southern California programs, agencies face cuts
Article Abstract:
Efforts at environmental protection are threatened by funding cuts to top state and regional environmental programs and agencies. Environmentalists and other groups cite the budget cuts by 30% since 1993 for New Jersey's Dept. of Environmental Protection. The reductions affected a number of programs, including the Science and Research Division and the Office of Pollution Prevention's permitting program. Southern California's South Coast Air Quality Management District also suffered a 15% decrease in funding since 1991. Its budget is also planned to be reduced by 50% until 2006.
