NASA shuffle seen as harming science

Researchers are alarmed that control of the international space station budget will be transferred from NASA's Washington, DC headquarters to the Johnson Space Center in Houston. They believe space-science projects such as the large centrifuge will suffer if the budget is controlled by engineers.

New managers are attempting to reform NASA's research complex in response to a decrease of $2 billion in its $14 billion budget between 1995 and 2000. Plans include establishing independent institutes, cutting headquarters staff and use of outside peer review.

NASA plans major science overhaul

The NASA reorganization plan announced in May 1995 will make major changes in the agency's research structure. Its complex of research centers will be retained, and six institutes managed by universities or corporations will be added to the centers.
