Looking backward to see ahead: the evolution of environmental politics and policy, 1890-1998
Article Abstract:
American environmental politics and policy consist of four periods in history, namely, the conservation movement from 1890 to 1920, the preservation movement from 1920 to 1960, the environmental movement from 1960 to 1990 and the contemporary period from 1990 to the present. The conservation movement was started by federal employees in the late 1800s. Since then, it has evolved from being an elitist concern to include the middle and working classes. Public concern which included states and cities also shifted from natural resources to environmental issues.

Growing pains, politics beset empowerment zones
Article Abstract:
The first and second phase of implementation of the empowerment zone program witnessed conflicting opinions and differences among various participants. The process has been beset by politics and partisan interests. The infighting and competition for program funds may cause a setback to the project similar to the failure of such previous efforts. Community groups representing local citizens, mayors and government officials need to be more cooperative to make the program effective.
