The legal implementation of regional safety planning: taking into account the risk based regulation approach
Article Abstract:
A risk-based regulation approach towards firms that operate a risky facility is described. Such firms face the challenge of regional safety planning subject to legal and political factors in addition to technical and economic variables. An example is the planned construction of houses near an ammunitions dump, a railroad track and a chemical plant. Here, the risk situation is difficult to quantify because of the overlapping jurisdiction between different local authorities.
