Reforms promote progress throughout Latin America
Article Abstract:
Latin America was plunged into a dark era of external financial obligations and indebtedness in 1982 due to higher global interest rates, low commodity prices for exports and sky-high import levels. Several Latin American countries launched economic reform programs to address these situations. Columbia introduced microeconomic reform measures in 1986, which included revisions of the income tax code to promote private investment. Likewise, the Brady Plan, a US initiative which encouraged voluntary negotiations between debtor countries and creditor banks, was implemented in Mexico.

Nicaragua and Guyana: conflicts and reforms
Article Abstract:
Nicaragua and Guyana face similar challenges in their efforts to achieve economic and political change. Both countries have experienced difficulty in sustaining economic reforms due to severe poverty, political conflicts and problems involving property rights and ownership. Both have also made progress in democratic consolidation although racial politics remains an obstacle to inter-party agreements in Guyana.

Cuba playing for time through modest reforms
Article Abstract:
The Cuban government instituted a number of economic reforms aimed at halting the downward spiral of its economy. These include the passage of a new foreign investment law to promote joint ventures, the liberalization of economic sectors relating to self-employment, agricultural production and sales, decriminalization of the possession and use of hard currency, and the establishment of the convertible peso.
