Regulatory costs
Article Abstract:
There is a growing public awareness of the spiralling costs of environmental regulations, which are forecasted to grow by more than 50% between 1991 and 2000. Ohio cities and California water agencies are questioning the costs, scientific bases and benefits of drinking water standards.

The Carnegie Commission on Science, Technology, and Government issued a series of 15 reports between 1988 and 1993 that are likely to be highly influential. The reports are timely documents on current needs, and some of the commission members are now members of the government.

The international research programs of CGIAR amd CIMMYT have had success in researching new wheat and maize varieties for use in developing countries. These programs have many global benefits, and funding for them should be continued.
