Rock steady
Article Abstract:
City Hall in Oakland, Calif., had to undergo retrofitting due to extensive damage from the 1989 Loma Prieta earthquake. Heavy structural damage forced engineers to transfer loading from top to bottom of the 324 ft high building and also forced them to provide a continuous path for lateral loads. The restoration began in 1991, the building was released on its base-isolation system in Nov 1994, and reoccupation began in May 1995. Large decreases in the lateral forces on the building drift resulted in major reduction in future damage to the brittle archaic infill wall materials.

This time with feeling
Article Abstract:
Urban renewal programs are increasingly turning to the adaptive re-use of old buildings and their sites. Projects include the renewal of waterfront areas on Lake Michigan and the re-development of Lowry Air Force Base, Colorado. The air force base closed in 1991 but the Lowry Redevelopment Authority invested around $100 million in infrastructure improvements to develop a community with 4,000 homes, six schools, a college, parks and a golf course.
