Article Abstract:
NASA has introduced a new plan that will stop such science experiments as those on the effects of weightlessness, until year 2000. NASA cites costly delays and overruns on the building of the $30 bil orbiting laboratory as the cause. The Russian craft Mir is too old to be used in the interim.

A National Academy of Sciences report on the US global-change research program commended the mission, particularly the Earth Observing System (EOS), but assailed political sniping by the GOP and lack of support from the Clinton administration. Changes in the EOS data system were recommended.
