The middle way to quality
Article Abstract:
Paul Spenley of Pera International advises companies to implement total quality management (TQM) at executive levels first, then work down. Unlike in Japan, where TQM evolved, Western investors demand short-term profits; Spenley's method usually shows results in the first year. Once higher management truly cares about quality, he implements quality circles that center on the first line manager. Corrective action teams at that level report to higher management.
