Forest policy options for the World Commission on Forests and Sustainable Development including advocating sustainable development, ending subsidies that promote deforestation and publicizing the costs of not acting. Forests should be given institutional status as global common resources.

Cross-country data do not support the view that private consumption harms environmental quality and depletes natural resources. Market and policy failures are the basic cause of environmental degradation. Changes are necessary in consumption and production patterns.

The effects of consumption on sustainable development can be mitigated by recycling, factoring environmental costs into prices and conserving energy. More research on the relationship between consumption and the environment is necessary.
