Tough love, safety net keys to welfare reform
Article Abstract:
Most unmarried mothers in the US are observed to be young, poorly educated, usually with no working experience and, consequently, dependent on welfare. Three large-scale demonstration projects created to lessen welfare dependency were launched in the late 1980s. These included the two-stage program 'New Chance,' which enhanced the job-related skills of young welfare-dependent mothers. Sadly, these projects failed to achieve their goals. Still, it is suggested that voluntary education and training programs be given to welfare mothers who are determined to improve their situations.

Wisconsin welfare reform slices dependence in half
Article Abstract:
Wisconsin's Aid to Families with Dependent Children (AFCD) caseload has sharply dropped by 55% in the 1980s following the passage of the Personal Responsibility and Work Opportunity Act of 1996. The state has been able to slice dependence in half by implementing a new set of reforms which require responsible behavior from recipients as a condition for receiving aid. For instance, Wisconsin's 1987 Learnfare program requires AFDC recipients to encourage their children to attend school regularly and penalizes families with truant children by lessening AFDC benefits.

New welfare reform: one size fits all?
Article Abstract:
The Temporary Assistance for Needy Families program provides states with block grants to create new temporary cash-assistance programs for poor and unemployed families with children. Welfare recipients are predicted to respond to the new legislation depending on their individual situations. For instance, low-skilled individuals may find jobs once they receive skills training and assistance in job hunting. Likewise, mothers experiencing short-term crises are likely to find jobs when given sufficient job opportunities and child-care assistance.
