Access to health care for vulnerable elders and disabled beneficiaries in Medicare and Medicaid is threatened due to efforts to slow the growth of entitlement spending. States planning waivers to restrict benefits and rise cost sharing for optional populations might affect low-income elders and beneficiaries.

Confronting the rising costs of healthcare in Medicare and Medicaid
Article Abstract:
Medicare and Medicaid though have a substantial share of the healthcare market, cannot succeed in cutting down costs over the long run if healthcare expenses in general continue increasing. Medicare has to be careful in using cost-saving innovations that might be introduced in to the private sector.
