Article Abstract:
Public housing authority managers wishing to automate their operations must make their computer system selection very carefully to assure that the money is spent for the right system for their needs. Along with the labor- and cost-saving advantages of computer systems in housing authorities, the systems can serve all the applications required by the authority, but only if the correct system is chosen. Personal computers are less expensive and less difficult to learn, but they are also more limiting in their abilities. Most housing authorities will be better served with a more powerful (and more expensive) system that is able to serve all their needs, from tenant accounting to payroll and inventory control. Because of the range of needs within the housing authority industry, no one vendor can be recommended for all needs; a list of vendors serving housing authorities is provided.

Automating PHAs: computer selection
Article Abstract:
As more and more public housing authorities are automating their operations, the implications of the introduction of computer systems into public housing management grow, with many housing authorities finding their operations made more efficient, more accurate and more cost-effective, and many others encountering only frustration. In the selection of a computer system, the housing authorities must define the problems they hope to solve with the systems and identify the applications that can help solve them. The software to be run on the machines should be selected before the hardware, and the individual needs of the particular office should be emphasized. Several of the applications available for public housing authorities are described, tips on aspects to consider when selecting the hardware are given, and advice on software and hardware maintenance is provided.

Automating PHAs: purchasing prerequisites
Article Abstract:
The implementation of computer systems in the operation of public housing authorities should be done carefully and with deliberate concern about the costs of the implementation and the need to assure that the right system for the particular organization is acquired. Prior to the acquisition, housing authorities should study the current data flow in the organization, understand exactly what information needs must be addressed by the system, collect proposals from several computer system vendors, and analyze the proposals and select the best one. Among the factors that must be considered in the selection are whether a turnkey system (a system packaged by the vendor) should be chosen, the reliability and maintainability of the software, the upgradeability of the software, custom programming, and training. How to study the vendor proposals is discussed.
