Kemp's pet delusion
Article Abstract:
Department of Housing and Urban Development (HUD) Sec Jack Kemp is advocating public housing homeownership. Seeing the success of the idea in the UK, HUD officials are pushing for the sale of public housing to tenants. These policymakers seem to be oblivious to the reality that most public housing residents cannot afford to buy their own homes. HUD statistics show that majority of the non-elderly residents live below the poverty line, many are on welfare and receiving no income from employment. In selling off public housing, HUD also appears to be ignoring the fact that most of the existing units are substandard and lack most of the qualities associated with homeownership. HUD's failure to closely scrutinize all public housing developments in the country and their surrounding neighborhoods may eventually lead to the decline of even the most successful projects.

PHA management: are the critics right?
Article Abstract:
Public housing authorities have been sharply criticized for poor operation of public housing operations. It is suggested, however, that the nation's 2,700 housing authorities have been negatively affected by federal statutes and regulations, and that tenant-run and privately-managed housing operations have been shown to have higher operating costs than public housing programs. It is suggested that the 1968 'Tenant Section and Assignment Policy', the 'Brooke' amendments to various federal housing acts, and the Housing and Urban-Rural Recovery Act of 1983 have all had untoward effects on public housing operations. Recommendations are made for strengthening the powers of public housing agencies, for eliminating the Brooke amendments, for charging minimum public housing rents, and for fostering a more carefully selected public housing tenant mix.

Mainstreaming PHAs: a systemwide solution
Article Abstract:
While poor management is perceived as the primary problem facing public housing authorities by most people involved in the area, no one is willing to specify which are the poor managers or what exactly makes a manager a poor one. The Performance Funding System (PFS) was developed by the U.S. Department of Housing and Urban Development to promote good management, keep costs down, and provide what was hoped would be an equitable, understandable and predictable system of manager evaluation. Problems with the system were the diversity among the 2,000 housing authorities in the U.S. and the subjective nature of the performance criteria. An analysis of the PFS is provided, and the fundamental aspects of an improved system for housing management evaluation are discussed.
