The author assesses the detention of non-citizens by the US Immigration and Naturalization Service under the 1996 Immigration Act. The INS is criticized for inconsistent release practices, failure to provide adequate legal assistance, inadequate health care and social services, over-crowded detention facilities, and abusive conditions of detention.
