The birth planning program instituted in Liaoning, China, in 1971, has been judged a success. Twelve million fewer people were born in this province between 1971 and 1987, based on 1970 fertility levels.

Article Abstract:
Official Chinese policy is to encourage late marriage and birth, fewer and better births. Men older than 22 and women over 20 establishing legal marital relations may have one child, although approval for a second child is possible, given the correct conditions.
