An overview is presented on the rise in punitive measures taken by local governments to address homelessness, using the Phoenix suburb of Tempe, AZ, as a case study. Topics include criminalizing the activities of homeless persons, limiting homeless services, and displacing homeless people from their temporary settlements.

The social construction of homeless shelters in the Phoenix area
Article Abstract:
The response to homelessness in the Phoenix, Arizona urban area that accompanied the expansion of services after 1982 is documented using newspaper that accounts to chronicle the public disclosure. The effect of homeless exclusionary attitudes on the construction of a shelter system is examined.

The geography of violent crime patterns across the neighborhood of Tucson and South Tucson, Arizona, are given. The social disorganization theory was chosen for the research because of its inherent geographical viewpoint.
