Situating legal consciousness: experiences and attitudes of ordinary citizens about law and street harassment
Article Abstract:
The author conducted in-depth interviews to research attitudes regarding offensive speech in public places and whether such speech should be legally regulated. Results indicated that women and minorities were more often targets of offensive speech, but not more likely than white males to favor regulation.

The author examines why many colleges and universities maintain rules barring hate speech after several court decisions declared such rules unconstitutional. He considers several theories that might explain why organizations do or do not comply with such decisions.
