Temporary protected status granted to Hondurans and Nicaraguans
Article Abstract:
Attorney General Janet Reno extended Temporary Protected Status (TPS) to nationals of Nicaragua and Honduras residing in the US since Dec 30, 1998. The Attorney General argued that given the effects of Hurricane Mitch, both countries are, temporarily, unable to adequately handle the return of their nationals. The Attorney General is authorized to grant TPS to eligible nationals under the INA 244(b)(1). However, the TPS period for Nicaraguans and Hondurans will only last for 18 months.

Eleventh circuit dismisses lawsuits filed by Cuban and Haitian Migrants who have been provided safe haven in Guantanamo Bay, Cuba, and in Panama
Article Abstract:
The Eleventh Circuit court dismissed all lawsuits filed against the US government by Cuban and Haitian migrants who were given safe haven in Panama and in Guantanamo Bay, Cuba. The circuit court also rejected the claims made by legal organizations who interceded for the migrants. The court maintained that the migrants, being outside the US, were not entitled to statutory or constitutional rights. The circuit court's decision is discussed.

Attorney General takes steps to ameliorate impact of new law
Article Abstract:
Attorney General Janet Reno has taken the initial steps to alleviate the harsh effects of the Immigration Reform and Immigrant Responsibility Act of 1996 (IIRIRA). Reno's first move was to vacate the Board of Immigration Appeals' Interim Decision 3309 regarding Matter of N-J-B. The second is a legislative proposal, which she will submit to Congress, amending certain provisions of the IIRIRA.
