The bureaucracy under Vladimir Putin: an agency for development or an obstacle to it?
Article Abstract:
An evaluation of the bureaucracy under Vladimir Putin shows that Putin has evolved from the president of the people to the president of the bureaucratic class and he has come to be seen by many Russians as a protector of the bureaucrats. Putin has not been able to qualitatively change the bureaucracy though he had a lot of expectations on the bureaucracy to fulfill his vision of statehood.

The bureaucracy: part of society or its contractor?
Article Abstract:
The question whether Russia's bureaucrats constitute a special class, whether the Russian bureaucracy is one with the Russian society and the opinion of Russian bureaucrats and that of ordinary citizens regarding the bureaucracy are examined . It is seen that those higher on the educational scale have the lowest opinion of bureaucrats in general.

The effectiveness of the bureaucracy as rated by Russians
Article Abstract:
The rating of the effectiveness of the bureaucracy by the Russians shows that the public consider the performance of the bureaucrats to be ineffective. The general impression is that the performance level of bureaucrats is rather low and officials are seen as corrupt.
