The Pennsylvania Fish and Boat Commission (PFBC) issues a summary of fishing regulations and laws which comes with the Pennsylvania fishing license and the summary provides a complete list of trout waters open to winter fishing.

Winter trouting in the south

The Appalachians higher altitudes produces excellent underfished habitat for Brooke trout, browns and rainbows throughout the year and some of the best sites for trout fishing in Georgia, Tennessee, and North Carolina are listed. The warmest part of the day provides the best fishing experience and there is no closed fishing season in the smokies.

Colorado Winter trout fishing

The tailwaters of Colorado provides consistent winter fly-fishing, as water coming from bottom-release dams is warmer than a large upstream reservoir. In addition to the tailwaters of Colorado there are unregulated or less regulated waters, which provides promise for winter, angling and Freestone Rivers are more dependent on the weather.
