There are special rules for soccer goalkeepers, including the requirement that the keeper where distinguishing colors. Goalkeeping offenses that cause penalties include holding the ball too long or taking too many steps with the ball. The keeper must follow the same rules as other players when outside of the penalty area.

Issues concerning the effects of penalty-kicks on a soccer game are presented, with reference to the difference they made in the U.S. women's victory over China in the 1999 Women's World Cup. Information concerning the regulations of penalty-kicks are included.

The rules on when a goal has been scored in soccer are discussed. There are a number of cases in which a goal would not count, including if a player taking a throw-in threw the ball into the goal.
