Why not pistol permits?

Efforts in the US to regulate handgun ownership by having a federal or statewide system sound easy to implement, but are not. Currently, handgun permits are regulated county by county, and the decision is up to a judge or chief of police. It is easy to obtain licenses for hunting and for driving.
