Article Abstract:
Several cities promoted bicycle use in 1991, and federal programs were set up to promote bicycles as well. Congress authorized a study of bicycling, required states to have a bicycle program coordinator, and authorized $45 billion for transportation projects, including bicycles.

Get to work: now is the time to promote bike commuting
Article Abstract:
One out of 60 adults occasionally rides a bicycle to work. A 1992 Harris Poll indicates that 21% of adults would commute by bicycle if safe bike lanes were available. The Bicycle Users Group is organizing a bike-to-work day to promote bike commuting.
