You don't need instruments to find the best angle downwind

The right angle for taking advantage of downwind may be determined by the helmsperson, spinnaker trimmer and the tactician without resorting to electronic instruments. Their perception of wind strength and pressure would just be as accurate as those gathered by the instruments.

A tactician needs accurate information from other crew members to be able to skillfully manage a sailboat. Tacticians usually have a limited view of the two ends of the boat when they are hiking. The skipper and the fore-deck crew should serve as the tactician's eyes.
