Effect on fatality risk changing from secondary to primary seat belt enforcement
Article Abstract:
A study estimated the effects of the state laws enforcing increased use of seat belt on the driver fatality rates. Trends in passenger vehicle driver death rates per billion miles traveled were compared for 10 states that changed from secondary to primary seat belt enforcement and 14 states that remained with secondary enforcement.

A breach of duty causing an accident means the breaching party could be liable for damages inflicted on the injured person under negligence law. Injured persons are precluded from maintaining lawsuits under some statutes while in other cases, injured plaintiffs have a more stringent burden of proving liability.
