Analysis of the fatal crash involvements of 15-year-old drivers
Article Abstract:
The involvement of 15-year-old drivers in fatal traffic accidents in 33 states that allow practice driving before age 16 was examined. Data for the study were drawn from Fatal Accident Reporting System records for the period 1989-1993. The findings reveal that most of those involved in fatal crashes during this period did not have a learner's permit (57%) or violated the terms of their permit at the time of the crash (16%). Fatal crash involvement among 15-year-olds with learner's permits was relatively low.

Article Abstract:
A comparative study of automobile crashes was done for 15-year-olds in the states of Louisiana, Mississippi and north Florida. Louisiana's legal requirement of 36 hours of driver education before 15-year olds can be issued their licenses resulted in a 33% reduction in the number of licenses issued to 15-year-olds during the first year of the law change which took effect on Jul 1, 1993. A 20% decline in fatal and injury crash involvements was noted two years after the law change for Louisiana, proving the effectiveness of delaying the age of full licensure.
