The UK's National Lottery has proved much more popular than expected, with total sales of tickets and instants scratchcards now running at an annual rate of around 4.7 billion pounds sterling. There is growing concern that the lottery is taking consumers' money away from other areas, such as leisure centres, shops and the tourist industry. Some commentators have forecast that the situation for these sectors of the economy may get worse as consumer confidence continues at low levels. However, it is unlikely that the government would allow the economy to deteriorate in a pre-election period.

Predicting the future 1992-96
Article Abstract:
The end of the UK recession and interest rate cuts are expected to result in an increase of 1.25-1.5% in consumer spending in 1992. The leisure market should improve through 1993-94, providing the political situation does not upset confidence. Conservative and Labour budget proposals would have a nearly equal net effect, but income redistribution to the poorest groups through Labour's tax proposals would affect middle and higher income group spending.

Slow recovery
Article Abstract:
Economic recovery will be slow in the UK leisure industry. It will be hindered by a depressed world economy, unemployment and debt levels. The 1993 budget has resulted in higher taxation although previous interest rate reductions have stimulated limited recovery. Confidence is returning but consumers are still cautious. Leisure spending tends to lag behind other economic sectors. Home-based leisure may recover first.
