According to the Federal Aviation Administration, the number of flight delays rose by 20 percent in 1999. According to the Department of Transportation, the year 2000 saw 28 percent of flights being delayed, diverted, or canceled; and between 1995 and 2000, pre-takeoff delays rose by 165-341 percent, depending on the number of hours.
