FTC eyes car-rental turnbacks; zaps Budget for failure to disclose charges

The Federal Trade Commission took action against Budget Rent a Car for its deceptive practice of charging customers who were involved in accidents a loss-of-turnback fee, which represents the value of the car to the manufacturer, without informing them about it. The practice is discontinued.
