Anger at NZ plan to target social goals in research
Article Abstract:
The New Zealand government has announced plans to redirect half of the country's $320 million science budget to funding research relevant to reaching both social and economic targets. Many people involved in academic research have reacted negatively to this development, particularly because of a decision to scale down the use of academic peer review in the allocation of funding. The government has drawn up 17 'outcomes' for research that are expressed as social targets. These include high health status and a culture of innovation.

A new deal for national science policy
Article Abstract:
A new approach is needed for peacetime national science policy as the requirements of the post-Cold War period are different. The policy decision-making processes related to research and development do not involve scientists. The state's decisions are, at times, seen as biased and narrow. Military preparedness and economic competitiveness are the factors that influenced the 20th century science policy. However, science may rightly serve its purpose by consulting scientists before making policy in the 21st century.

New Zealand science system
Article Abstract:
Professor Philippa Black delivered a speech in a conference in Canberra sponsored by Nature magazine. Nature magazine criticized her work for causing harm to basic research through strategic planning. Much of her paper is said to contain inaccuracies. A number of problems have been raised in connection with her speech. Black has expressed her optimism over the New Zealand science community despite its need for improvements and adjustments.
