Climate-change research after Kyoto

Article Abstract:

Scientific research investigating climatic change should focus on establishing reliable forecasts for politicians who are involved in policy-making programmes. The Intergovernmental Panel on Climate Change is set up to communicate research findings to the public and governments around the world. Climate model studies show that the interactions between policy-making, climate research and socioeconomic systems are complex. Further research is required to improve our understanding of the environment so that more effective climate policy can be set in place.

High noon at Kyoto

Article Abstract:

Establishing policy at the 1997 United Nations climate convention in Kyoto, Japan, depends upon how well Japan performs as a broker between the United States and developing countries. International attitudes over greenhouse-gas emissions are controversial and unlikely to change with debate. Developing countries in many parts of the world do not want the same base emission targets as rich nations such as the US. A per-capita principle for emission targets will be central to discussions.

Opportunity in Kyoto for a president's legacy

Article Abstract:

The success of the world climate and global warming conference, to be held in December 1997 in Kyoto, Japan, is dependent upon the resolve of President Bill Clinton. His administration must find the political courage to resist industry pressure and commit itself to a timetable of emission and pollution reduction. Such commitment would be the president's legacy to future generations.
