Cutting off the sap to US research
Article Abstract:
A reduction of the country's research budget by the Republican-controlled Congress could inflict serious damage to the government's successful research enterprise. However, it could be difficult to establish the relationship between public spending on research and innovative technologies such as the photocopier, the integrated circuit and the breakthroughs in biomedicine. Public spending should focus on the creation and maintenance of a technical expertise pool instead of innovations alone. In addition, the country's research enterprise needs a looser competition for research funds. A system that supports laboratories and institutions could make the research enterprise more productive and lasting.
