Introduction to habitat conservation planning
Article Abstract:
Habitat conservation plans (HCPs) are land management tools that secure negotiations between the federal government and private landowners or state and local governments. Established under the Endangered Species Act, HCPs aims to address the needs of non-federal landowners vis-a-vis the needs of endangered species. Through HCPs, landowners receive a federally granted incidental take permit that allows them to unintentionally harm listed species in completing any proposed project. For their part, landowners are required to undertake management protections for endangered species.

Article Abstract:
Section 8 of the Fishermen's Protective Act of 1967, or the 'Pelly Amendment, provides for the Secretary of the Interior of the Secretary of Commerce to report to the Pres of the US incidents of trading that undermine the Convention on International Trade in Endangered Species (CITES). The law allows the Pres to impose sanctions, with the approval of Congress, against countries that have been found to disregard the international protection program against threatened or endangered species. Congress has already used the law against 22 countries or entities on 34 occasions.
