Minister slams 'mismanaged' universities

The outgoing Minister of Education in South Africa, Sibusio Bengu, has criticized the management of universities that were established for non-white ethnic groups during apartheid. The historically disadvantaged universities (HDUs) have benefited from special state funds, but Bengu believes that they are blind to the challenges they face as universities due to their obsession with historical disadvantage.

Spanish universities and the obstacles to development
Article Abstract:
Spain can only benefit from a strategic scientific research programme if it lifts bureaucratic restraints inherent in traditions and academia. The appointment of university staff is biased towards those who are favoured by university board members. Research staff at Spanish universities are not required to account for their work once settled into an appointment.
