Foothold in Bosnia: the world's diffidence at intervention in Bosnia is understandable, but should not be taken to extremes
Article Abstract:
Serbian atrocities in Bosnia should persuade the international community to back UN intervention in ex-Yugoslavia. Doubts about the legality, feasibility, safety and goals of intervention have caused many governments to be reluctant to approve it. However, the savagery of the crimes being perpetrated against the Bosnians justifies intervention. Europe cannot afford to react to these offenses by doing nothing. The best plan may be to base an international force in the city of Split on Bosnia's Adriatic coast. This force would be used only to protect people and would undertake no offensive operations.

Lessons from Iraq on bioweapons
Article Abstract:
Knowledge gathered by the United Nations Special Commission (UNSCOM) about Iraq's biological weapons programme remains inadequate. For this reason, it is vital that UNSCOM be permitted to complete its disarmament work before a monitoring regime can be fully established. There is still no credible evidence that Iraq has abandoned its biological weapons programme or renounced the acquisition of weapons of mass destruction. Full disclosure, with clear evidence provided to UNSCOM inspectors, is the only credible way for Iraq to demonstrate that it no longer wishes to acquire weapons of mass destruction.

More focused agenda for Unesco
Article Abstract:
The programs of Unesco must become more specific in their aim if the UK is to rejoin the organization. Unesco's constitutional problems still exist and it is not concentrating on the projects it was designed for. Important issues are not being tackled, such as patenting policies, information access, free movement of scholars and scientific misconduct. Britain can declare new terms of reference and a more specific agenda as pre-conditions for rejoining Unesco.
