Maintaining science culture in Japan
Article Abstract:
There could be risks associated with the Japanese government's decision to merge the Ministry of Education, Science, Sports and Culture (Monbusho) with the Science and Technology Agency (STA). Some observers fear that the 'top-down' approach of the STA will abolish the freedom and independence of research institutes under Monbusho. The government hopes that merging the two science-related agencies will boost science in higher education and improve the flexibility of the funding system of the education ministry.

Accelerator complex gains momentum
Article Abstract:
Monbusho's budget proposal for 1997 includes funding worth 167 million yens for a building a research complex in Tsukuba, near Tokyo, for conducting research with high-energy accelerators. The complex will include two new institutes for research on structure and function of materials, and nuclear and fundamental particle physics. The aim is to expand applications of accelerators to structural biology and materials science. The complex will get the status of national institute for joint university use.

Can these agencies jell?
Article Abstract:
The proposed merger of Japan's Science and Technology Agency with Monbusho, the Ministry of Education, Science, Sport and Culture, is likely to cause organizational difficulties because the public sector two bodies are remarkably dissimilar. However, there is some sense in the merger plans. The resulting organization, the Ministry of Education, will run scientific research programs which will benefit from objective management and collaborative research strategies.
